This is what a satellite local forecast should look like:

Normal Satellite Local - Recorded a day before the errors began.
Notice how it fades in from black, shows warnings, then forecasts, then radar?

This is what things are looking like now:

Emergency Satellite Local - Recorded on the 9th of August
Notice how there is no black at the start, it just cuts in.. and the playlist, how it starts on a forecast map, and fades away right away?

This is an example of seeing the Local Forecast feed through a cable headend, nation wide people are seeing it for a couple of seconds:

Emergency Satellite Local - Recorded on the 9th of August
Notice how before the STAR kicks in, you can see the satellite local forecast? Because its not on the regular playlist, there is no black before the local so the STAR's have time to kick in.
